Hugo is a major character who appears in the crossover fan fiction, Have A Rotten Day!. He was a misfit because he has a Millennium Forme (which was exclusive in the story) besides his Shadow Lugia form.

History[]
Hugo is actually Bowser's Pokémon sentry. He prefers looking at rainbows to looking at the sea, making him a social outcast among the other Lugia in Mystify World. Quitting his job as a Beast of the Sea after being threatened with the loss of his job for poor performance and for not "fitting in", Hugo declares he is flying away from Lugia Island and ended up working with Bowser in Mystify World. He soon meets Yoshi, Rudy the Cat and Mr. Frosty, in a carnival and the three characters decided to went to the roller coaster while Hugo is flying around, watching the,. When he is outraged, he turns into Shadow Lugia form. When he hears the word "SoulSilver", he turns into a Millennium Lugia form.
Have A Rotten Day! 1/2[]
Hugo appeared in Have A Rotten Day! 1/2, having the same role used in the first Have A Rotten Day! story. He also appeared in the Middlesbro mall scene, and later visits Aqua's theater at the end of the story.
Minor appearances[]
Hugo appeared in Shaymin and the Masked Warrior! along with Sarafina at the beginning, where they both talked to each other. He and Sarafina also appeared in Arceus and the Crystallized Challenger! at the end.

A Lugia, possibly based on Hugo, is distributed on the artist's comments at FurAffinity.net that shows Have A Rotten Day! via the GTS/PokéCheck link to players of the English Pokémon Black 2 and White 2 games to commemorate New Years Day. It came from Pokémon Dream Radar, and its OT was Kris.

Have A Rotten Day! 1/2[]
A Lugia also based on Hugo was distributed for Gen VII Pokémon games (except Let's Go! Pikachu and Let's Go! Eevee) to players who scanned a QR Code in showings of the story at FurAffinity from June 17 to August 18, 2020. This Lugia is nicknamed "Hugo" in the reference to the minor character in the story.
As of Version 1.3.0, players can transfer this Lugia to Pokémon Sword and Shield via Pokémon HOME.
A CFW (custom firmware) is required to allow users to obtain Pokemon scanned from the QR Code.

Lugia, Shadow Lugia, and Millennium Lugia (all were based on Hugo) appeared on the Have A Rotten Day! promotion mod on Pokémon Online, made by Supernova Skymancer under "KrisTami" account.
Trivia[]
- Hugo, interestingly enough, have curved spikes on his tail unlike the other Lugia. Some fans have suggested he might actually be a mutant, explaining why he doesn't feel comfortable in his duties.
- Hugo is revealed to be the friend of Skyla the Lugia, according to Aqua in Have A Rotten Day! 1/2.
