Plot
Team Freedom steals Pokémon because they want to cause disruption in and eventually dissolve the government, while Team Impact steals Pokémon because they want to take over the government.
The former, probably being anarchists, would not want to see the latter enter power since they think nobody should have it, while the latter, probably being fascists, would see the former as a nuisance and a problem to them reaching power.''
The story then might revolve around maybe one does get into power depending on which Legendary you catch,which would prevent the team going after that Legendary from reaching power and give the other team a leg up. '' ...

kyou region pokedex: Very comfortable around humans, they are often sent to deliver parcels to others. Attacking one en-route is considered illegal.

kyou region pokedex: While normally passive, they will attack fiercely if provoked. An opponent caught in its talons has little chance of breaking free.

kyou region pokedex: Masters of flight, very few can match them in the air. They are seeked out for their beautiful feathers during molting seasons, often in vain.

kyou region pokedex: They're gutsy and will often pick difficult battles. It will only obey a Trainer who can defeat it in a fair fight.

kyou region pokedex: Their tenacity as Tailow has formed into a fierce competitive spirit. They tend to race others for fun. If it loses, it will insist on rematches until it wins!

kyou region pokedex: They use their intense body heat to propel themselves at high speeds into enemies. Do not handle one with your bare hands, the horns are always hot!

kyou region pokedex: Long ago, this pokemon appeared to provide warmth and light during dark times where the sun vanished. This "Dark Time" was later proven to be a Solar Eclipse. Perhaps they dislike dark places...

kyou region pokedex: They are always on the move, picking up leaves Filiorm leave behind. They become agitated when Flying pokemon are nearby.
Silcoon
kyou region pokedex: Nests where Silcoon stay in are lined with sticky silk spread out in a wide area. This helps keep away Bird pokemon who get too curious.
Beautifly
kyou region pokedex: Their pretty appearence hides an aggressive personality, often seen chasing after Bird Pokemon...They can flap their wings quickly, stirring up strong, scale-laced winds.
Cascoon
kyou region pokedex: If you see differently-colored rocks in the woods, don't touch it! Chances are it's a camouflaged Cascoon. They expel a paralyzing dust when disturbed.
Dustox
kyou region pokedex: They are nocturnal and sometimes drawn by city lights. The dust they scatter is toxic to the skin, but they never mean to spread it on purpose.
rockruff
kyou region pokedex: Rockruff's playful nature makes them a preferred choice for budding Trainers. They sometimes compete with Rokydo to see who can get the best rocks for their collars.

kyou region pokedex/s: Lycanroc (Midday) - A good-natured Rockruff who sticks with its Trainer will assume this form upon evolution. They are fiercely loyal and will defend their Trainers no matter what!
Lycanroc (Midnight) - A foul-mannered Rockruff who howls at the moon will take this intimidating form. Their sense of mercy is nonexistent, tearing foes to shreds when the mood hits them. Some say they there's still a good heart deep down...
Lycanroc (Dusk) - An irregular form of Lycanroc that occurs during Twilight. Preferred by Trainers who struggle choosing between the noble heart of Midday and the ruthlessness of Midnight. Their behavior fluctuates now and then.

kyou region pokedex: Kyou's Miltank are very kindhearted and generous, but don't take kindly to mischievous people or pokemon. Apparently their milk is so sweet that you'll be out like a light within minutes!

kyou region pokedex: Tauros local to Kyou are better at minding their tempers. Protective of their friends, they patiently bide their time before mowing down wrongdoers when they least expect it!

kyou region pokedex: They like to loiter for food near marine towns and cities. If you shoo one away while perching, expect them to come back later with friends...

kyou region pokedex: They are best at traveling across oceans, even through fierce storms. Some say that, in another existence, Pelipper run their own mail delivery system!

kyou region pokedex: They form groups of roughly 20 individuals. Their mutual bond is remarkable—they will never let down a comrade.
Berries are its weapons as well as the staple of its diet. The one that can throw a berry the farthest is the boss of the troop.
Displaying amazing teamwork, they follow the orders of their boss flawlessly in order to achieve the best results. Each Passimian has an assigned role within the group.
dunsparce
kyou region pokedex: The nests Dunsparce live in are mazes of tunnels. They never get lost in their own nests—they can tell where they are by the scent of the dirt.
Extremely timid, when it sees a person or Pokemon, it digs a hole with its tail to make its escape. If you happen to find one, consider yourself lucky. They will flee even from their Kyouan relatives.

kyou region pokedex: Delicious fruits grew out from around its neck because it always ate the same kind of fruit.
It flies by flapping its broad leaves and gives the sweet, delicious fruit around its neck to children.
The bunches of fruit growing around the necks of Tropius in Kyou are more Bitter in taste compared to those in other regions
magikarp
kyou region pokedex: Magikarp is virtually useless in battle as it can only splash around. As a result, it is considered to be weak.
However, it is actually a very hardy Pokémon that can survive in any body of water no matter how polluted it is.
Its reckless leaps make it easy pickings for predators. The many Bird Pokemon that call Kyou home prey on it constantly, yet Magikarp is still found plentifully around the region.
Many Pokémon enjoy longer life spans, thanks to Magikarp.
gyarados
kyou region pokedex: Once Gyarados goes on a rampage, it's ferociously violent blood doesn't calm until it has burned everything nearby down.
There are records of this Pokémon's rampages lasting a whole month. There are people who swear that any place Gyarados appears is fated for destruction.
In Kyou, no human settlements have fallen victim to it due to it's personal vendetta with all the various Bird Pokemon keeping it too preoccupied to deal with anything else.
Shockatoo is the main reason this Pokemon is kept in check in Kyou.
luvdisc
kyou region pokedex: Luvdisc live in shallow warm seas. This heart-shaped Pokémon earned its name by swimming after loving couples it spotted in the ocean's waves.
There is a custom from long ago of giving a Luvdisc as a gift to express one's feelings of love. In Kyou, it's considered a token of bad luck if you do not gift the person you love a Luvdisc before getting married.
feebas
kyou region pokedex: While Feebas's body is in tatters, it has a hardy and tenacious life force that enables it to live anywhere.
However, this Pokémon is also slow and dimwitted, making it an easy catch. Although it will eat anything, Feebas often live in ponds that are heavily infested with weeds.
Unlike in other regions, Feebas is actually quite popular in Kyou and is often kept by people to help keep their ponds clean from weeds.
milotic
kyou region pokedex: Milotic is said to be the most beautiful of all the Pokémon. It has the power to becalm such emotions as anger and hostility to quell bitter feuding.
Kyou's history is full of accounts of this Pokemon showing up to end a violent conflict. There are many works of art featuring Milotic, but Milotic statues are especially popular in Kyou.
They typically live at the bottom of large lakes, but will traverse any body of water to get to wherever it's needed.
torchic
kyou region pokedex: Torchic sticks close to its Trainer, following behind with unsteady steps. They highly dislike being apart from their trainer for too long and will become insecure.
Torchic has a place inside its body where it keeps its flame. Give it a hug - it will be glowing with warmth! This Pokémon is covered all over by a fluffy coat of down.
This Pokémon breathes fire of over 1,800 degrees F, including fireballs that leave the foe scorched black.
combusken
kyou region pokedex: Combusken toughens up its legs and thighs by running through fields and mountains. This Pokémon's legs possess both speed and power, enabling it to dole out ten kicks in one second.
Combusken battles with the intensely hot flames it spews from its beak and with it's outstandingly destructive kicks. This Pokémon's cries are very loud and distracting, but the reason it emits them is to boost it's own concentration.
Combusken who have always been near their trainer are far more confident in their abilities.
blaziken
kyou region pokedex: It learns martial arts that use punches and kicks. Every several years, its old feathers burn off, and new, supple feathers grow back in their place.
In battle, Blaziken blows out intense flames from its wrists and attacks the foe courageously. The stronger the foes, the more intensely this Pokémon's wrists burn. This Pokémon's blazing punches leave its foes scorched and blackened.
Legends speak of a Blaziken who never left it's trainer's side since it was a Torchic and was able to stop a horde of rampaging Arcanine by itself, preventing a disaster.
darumaka
kyou region pokedex: It derives its power from fire burning inside its body. If the fire dwindles, this Pokémon will immediately fall asleep.
When it sleeps, it pulls its limbs into its body and its internal fire goes down to 1,100 degrees Fahrenheit.
Darumaka's droppings are hot, so the people in Kyou put them in special pads that block the smell to help keep themselves warm during winter.
darmanitan
kyou region pokedex: The thick arms of this hot-blooded Pokémon can deliver punches capable of obliterating a dump truck.
This Pokémon's power level rises along with the temperature of its fire, which can reach 2,500 degrees Fahrenheit.
During winter, the people of Kyou like to gather around these Pokemon for the heat.
Darmanitan, Zen Mode
Some Darmanitan, when injured in a fierce battle, harden into a stone-like form. They meditate to calm their raging spirit and sharpen their mind to hone their Psychic powers while in this form.
Due to them not moving at all while in this form, their stone form has been mistaken for a statue in the past.
A careless lord who had taken several into his palace thinking they were statues, found it burned down when he returned from a business trip, with the statues having disappeared.
fennekin
kyou region pokedex: As it walks, it munches on a twig in place of a snack. Eating a twig fills it with energy. It's always looking for a tastier twig.
It uses its roomy ears to vent air hotter than 390 degrees Fahrenheit. It also does this to intimidate opponents.
These Pokemon are very playful, yet also very self-conscious and easily flustered. Patience and understanding is essential to raising one.
braixen
kyou region pokedex: It has a twig stuck in its tail. With friction from its tail fur, it sets the twig on fire when it pulls it out.
It not only uses the twig to channel it's fiery powers, it also uses it's flame to send signals to it's allies.
Complex twig communication patterns have been observed between Braixen, but their meaning is unknown.
The type of twig in it's tail is different from one Braixen to another. It's twig choice seems to depend on whatever type of twig it deemed the tastiest back when it was a Fennekin.
delphox
kyou region pokedex: It gazes into the flame at the tip of its branch to achieve a focused state, which allows it to see into the future.
It can predict it's opponents moves flawlessly while in this state, but it can't keep it up for very long without rigorous training and meditation.
A Delphox that has meditated and trained with it's trainer since it was a Fennkin, while raised with love and understanding, is almost invincible.
Using psychic power, it generates a fiery vortex of 5,400 degrees Fahrenheit, incinerating foes swept into this whirl of flame. It's able to control it's flames to only hurt those it considers a foe.
barboach
kyou region pokedex: Barboach's sensitive whiskers serve as a superb radar system. This Pokémon hides in mud, leaving only its two whiskers exposed while it waits for prey to come along.
Barboach's body is covered with a slimy film. The film acts as a barrier to prevent germs in muddy water from entering the Barboach's body. If a foe grabs it, this Pokémon just slips out of the enemy's grip. This Pokémon grows weak if the slimy coating dries up.
It lives in ponds and will avoid clean ponds as it can't hide as well in them.
whiscash
kyou region pokedex: Whiscash is extremely territorial. Just one of these Pokémon will claim a large pond as its exclusive territory, often kicking out any Barboach that lived there alongside it before evolving. As such, Barboach often try to evolve into one as fast as possible to avoid being the one getting kicked out.
If a foe approaches it, it thrashes about and triggers a massive earthquake. This Pokémon has the ability to predict real earthquakes.
In the daytime, it sleeps in mud at the bottom of a pond. When it awakens, it continually feeds throughout the night. It will eat anything - if it is alive, Whiscash will eat it.
lotad
kyou region pokedex: Lotad is said to have dwelled on land before. However, this Pokémon is thought to have returned to water because the leaf on its head grew large and heavy. It now lives by floating atop the water.
Lotad live in ponds and lakes with clean water, where they float on the surface. It grows weak if its broad leaf dies. On rare occasions, this Pokémon travels on land in search of clean water.
It is a kind Pokemon, known to ferry small Pokémon across ponds and lakes by carrying them on the broad leaf on its head. It also often rescues young Pokemon that can't swim very well yet.
lombre
kyou region pokedex: Lombre's entire body is covered by a slippery, slimy film. It feels horribly unpleasant to be touched by this Pokémon's hands. Lombre is often mistaken for a human child... until it is touched, that is.
Lombre is nocturnal and is also a mischief-maker. When this Pokémon spots anglers, it tugs on their fishing lines from beneath the surface and enjoys their consternation. In the evening, it takes great delight in popping out of rivers and startling people. It loves practical jokes.
It feeds on aquatic moss that grows on rocks in the riverbed.
ludicolo
kyou region pokedex: As soon as it hears festive music, all the cells in its body become stimulated, and it begins moving in rhythm.
This Pokémon has appeared even from just hearing the singing of children on hiking outings. It seems it will go wherever there is music.
It has a very cheery disposition and is not easily angered. If you mimic it's movements it will become flustered and spray you with water.
Mimic it long enough, however, and it will consider you a friend and come to your aid whenever you need it.
In battle, this Pokémon will exhibit an amazing amount of power. It does not quail even when it faces a tough opponent.
froakie
kyou region pokedex: It secretes flexible bubbles from its chest and back. The bubbles reduce the damage it would otherwise take when attacked.
It is not yet skilled at attacking and focuses mainly on improving it's agility by constantly hopping around as fast as it can.
Beneath its happy-go-lucky air, it keeps a watchful eye on its surroundings. It is both on the look out for surprise attacks as well as the weak points on those around it.
These Pokemon have always been treated as tools and are not very trusting of their trainers.
frogadier
kyou region pokedex: It can throw bubble-covered pebbles with precise control, hitting empty cans up to a hundred feet away. They regularly practice to hone their skills.
Its swiftness is unparalleled. It can scale a tower of more than 2,000 feet in a minute's time.
Were they not sworn to secrecy, they would love to show off their Agility to the public.
They only show off certain moves when fighting a Pokemon battle in public, trying to keep their secret techniques hidden, even from their own trainer.
greninja
kyou region pokedex: Greninja appears and vanishes with a ninja's grace. It creates throwing stars out of compressed water to slice its enemies.
When it spins them and throws them at high speed, these stars can split metal in two. It toys with its enemies using swift movements.
The most skilled Greninja are said to work in secret for Kyou's royal family, secretly disposing of any troublemakers to end conflict before it can even begin.
Their Water Shuriken leave no trace and are the perfect assassination weapon.
squirtle *now water/rock type* *cause of their shells?*
kyou region pokedex: It's back is soft when it is born, but it swells and hardens into a shell and soon becomes so resilient, prodding fingers will bounce off it.
It shelters itself in its shell, then strikes back with spouts of water at every opportunity. It likes to play pranks on passersby by shooting water at them and quickly hiding itself in it's shell.
Squirtle's shell is not merely used for protection. The shell's rounded shape and the grooves on its surface help minimize resistance in water, enabling this Pokémon to swim at high speeds.
wartortle *now water/rock type*
kyou region pokedex: Its tail is large and covered with a rich, thick fur and is a symbol of longevity, making it quite popular among older people. The tail becomes increasingly deeper in color as Wartortle ages.
It often hides in water to stalk unwary prey. For fast swimming, it moves its ears to maintain balance.
The scratches on its shell are evidence of this Pokémon's toughness as a battler. As a result, it strongly dislikes it's shell being cleaned or mended.
When tapped, this Pokémon will pull in its head, but its tail will still stick out a little bit.
blastoise *now water/rock type*
kyou region pokedex: Blastoise has cannons that protrude from its shell, these water cannons are very accurate. They can shoot bullets of water with enough accuracy to strike empty cans from a distance of over 160 feet. The water it spouts from the rocket cannons on its shell can punch through thick steel.
It mainly uses the cannons as pressurized water jets for high-speed tackles. It crushes its foe under its heavy body to cause fainting. In a pinch, it will withdraw inside its shell.
They were once used as firefighters, but their water cannons were too powerful and often blasted apart the building they were trying to put a fire out on.
seedot
kyou region pokedex: Seedot attaches itself to a tree branch using the top of its head. It sucks moisture from the tree while hanging off the branch. The more water it drinks, the glossier this Pokémon's body becomes. This Pokémon polishes its body once a day using leaves.
Seedot looks exactly like an acorn when it is dangling from a tree branch. When it finishes eating, its body becomes so heavy that it drops to the ground with a thump.
It startles other Pokémon by suddenly moving. It delights in surprising foraging bird Pokemon.
nuzleaf
kyou region pokedex: A forest-dwelling Pokémon that is skilled at climbing trees: Nuzleaf live in densely overgrown forests. They occasionally venture out of the forest to scare people.
Its long and pointed nose is its weak point: it loses power if the nose is gripped. This Pokémon dislikes having its long nose pinched.
This Pokémon pulls out the leaf on its head and makes a flute with it. The sound of Nuzleaf's flute strikes fear and uncertainty in the hearts of people lost in a forest.
They live in holes bored in large trees.
shiftry
kyou region pokedex: Shiftry is a mysterious Pokémon that is said to live atop towering trees dating back over a thousand years. Shiftry's large fans generate awesome gusts of wind at a speed close to 100 feet per second. The whipped-up wind blows anything away.
It is said to arrive on chilly, wintry winds due to the wind it generates with it's fans being quite chilly.
Feared from long ago as the guardian of forests, this Pokémon lives only in the deepest reaches of a forest, where people do not venture. This Pokémon has however chosen to live quietly deep in forests by it's own volition.
It can read the foe's mind and take preemptive action.
zigzagoon
kyou region pokedex: Zigzagoon restlessly wanders everywhere at all times. It even walks in zigzag fashion. This Pokémon does so because it is very curious. It becomes interested in anything that it happens to see.
It is good at finding items in the grass and even in the ground. If you've lost something, this Pokémon can likely find it.
The hair on Zigzagoon's back is bristly. It rubs the hard back hair against trees to leave its territorial markings.
This Pokémon may play dead to fool foes in battle. Some people have actually been fooled by this, only to see it jump up and run away as they were about to bury it.
linoone
kyou region pokedex: Linoone always runs full speed and only in straight lines. While this Pokémon is capable of topping 60 mph, it has to come to a screeching halt before it can turn. If facing an obstacle, it's forced to make a right-angle turn to evade it.
This Pokémon is very challenged by gently curving roads, but the Linoone of Kyou seem to have developed a habit of lowering how fast they run on such roads, and zig-zagging across.
When hunting, Linoone will make a beeline straight for the prey at a full run. When it spots pond-dwelling prey underwater, it quickly leaps in and catches it with its sharp claws. They like to prey on Feebas in particular.
exeggcute
kyou region pokedex: This Pokémon consists of six eggs that form a closely knit cluster. Using telepathy only they can receive, they always form a cluster of six Exeggcute.
The six eggs attract each other: if even one is separated from the group, the energy bond between the six will make them rejoin instantly.
The shell is very durable. Even if it cracks, it can survive without spilling the contents. When cracks increasingly appear on the eggs, Exeggcute is close to evolution.
exeggutor
kyou region pokedex: Each of the fruits is an independently-thinking head. Its cries are very noisy. This is because each of the three heads thinks about whatever it likes. However, they are friendly and never appear to squabble. They use telepathy to discuss their plans before coming to a joint decision.
Originally from the tropics, Exeggutor's heads grow larger from exposure to strong sunlight. Living in a good environment makes it grow lots of heads. A head that drops off becomes an Exeggcute.
It engages its enemies using psychic powers. Each of its three heads fires off psychokinetic energy, tripling its power.

there is no mega evolution in this region
